Can the GOP repeal healthcare and end the deficit?

Since Obama has entered office, he's skyrocketed the defecit and erased the budget surplus left by Bush. This is what Clinton did all over again. Will the GOP be able to retake the White House, get all these freaks off healthcare, and once again return to a balanced budget?
