Has anyone else been stalked and is there anything i can do to stop it? Please answer I need some advice.?

Well to start I'm a 14 year old boy and I'm straight and since about the 6th grade this one guy has had some weird obsession with me(the guy is one year older than me). Since the 6th grade he has been trying to be my friend but I didn't want to be his friend so I would be like leave me the hell alone man! And that's when it got worst he would go through this daily routine where he would cut holes out of magazines and stare at me through them, and then he would go to thee councilors office and tell on me for bullying (which I never did). And then it got twice as bad and him and HIS DAD would go across the street and stare at my house they would just stand there staring at my house!!! So that went on for a while and it still does even though i moved because my dad got a job somewhere else him and his dad still stand there and stare at my house and look through my windows!(btw we are renting the house for now so we will eventually move back) So I lived in Anchorage for a bit and one day my mom called me downstairs and handed me an envolope and guess who it was from THE GUY THAT WON'T LEAVE ME ALONE! So then he started herring me over myspace HE EVEN WROTE A BLOG ABOUT ME ON MYSPACE!! So I'm really freaked out and pissed at the same time so if anyone knows what I should do please reply please I beg you. and is there like a toll free hotline I could call to talk to someone. Thanks.
